Indigenous communities in Peru declare their situation of emergency and
mobilization.
Representatives from the Indigenous communities of Kichwa, Wangurina y
Secoya announced that they are in a permanent state of emergency and
mobilization to avoid the Brazilian oil company Petrobras to use the
concession in the plot 117, near the Putumayo river in the north of Peru.
The Brazilian company is preparing an informative workshop for the 25th of
march, but the associations which represent the Indigenous Peoples have
announced that they will not go. "We have bad experiences with oil
companies and their informative workshops. Those meetings are not
consultation but a step for the oil project to be carried out. When we
have attended before, they make it seem as if we accepted their proposals,
while we only went to listen. We are not that naive anymore and we are not
going to let them fool us again" said Guido Sandoval, representative of
the Indigenous organization Secoya.
They affirm that that plot is on their territories. That they are in
protected areas and that it would affect more than 10 000 Indigenous from
around 110 native communities, besides of going against the proposal of
the Napo Tigre Reserve and the Napo Curaray Communal Reserve. "16 years
ago we reached an agreement with INRENA (National Institute for Natural
Resources in Peru) for creating a National park and two Communal Reserves
in the Gueppi zone and the Putumayo basin" affirms Albreto Pizango,
president of the Inter-ethnic Association of Development in the Peruvian
Rainforest (Aidepsep).
Pizango affirms that the State is not respecting the 169 ILO Agreement, in
which it compromises to respect local cultures, protect their territories
and to consult with them the decisions that might affect them.
